Mark Warner, MPA

Mark has 20 years of experience improving services for state and local governments, non-profits, and major corporations through performance and project management, business process redesign, and project delivery.

Mark Warner is Director of Operations & Business Development at Koehler Partners with 20 years of experience working with state and local governments, non-profits, and major corporations. His expertise includes project and performance management, policy development, business process redesign and analysis, communications and outreach planning, group facilitation, training delivery, economic analysis, partnership development, and ERP system implementation.

Warner rejoined Koehler Partners in 2020. Previously, he served as Deputy Director of the Information Services Agency for Indianapolis and Marion County (2017–2020), where he helped lead the ShiftIndy initiative to build a Digital City Hall with over 50 services moved online for citizens. Before that, he worked at Crowe consulting firm on projects for clients nationwide and earned Microsoft Dynamics AX 2012 (ERP) certifications.

He holds a bachelor’s and master’s degree in public affairs from Indiana University and an Economic Development Finance Professional certification from GrowAmerica. Warner has volunteered with various organizations including the International Economic Development Council and Hoosiers for Higher Education. Warner is also an associate professor at the O'Neill School of Public & Environmental Affairs at Indiana University Indianapolis where he instructs a Project Planning & Management Course.
